The possibility of declaring a statewide drought is a result of the volume decrease of the reservoirs and lakes. The decrease is at 50 percent.
Declaring a Stage 4 drought would limit the number of permits for private pools and spas. Approval would depend on the location and whether there are water conservation ordinances in place to prevent any additional strain to the environmental resources.
